NEW EQUIPMENT DESIGNS AND TACTICS NEEDED

America’s 1st Responders, as well as its citizens, face growing deadly threats on a daily basis. What are these threats? Catastrophic fire and explosion resulting from:

1. Highway collisions involving 8,000 gallon fuel and chemical tank trucks, with entrapment.
2. The threat of terrorist incendiary bomb on the highways and within our communities.

Today’s highways are places of violence, congestion, inattentive drivers, me attitude, very fast cars, less than adequate road design, and increasingly more petroleum-chemical tankers. Multi-vehicle pile-ups result in death by burning due to entrapment, even though the occupants may not have been seriously injured by the initial collision.

Reports indicate NJ heavy truck traffic will increase by 80% by 2016. It is hard to imagine that road courtesy, attentiveness and judgment will increase by that, or any margin. In fact it may decrease.

First Responders will always advance into danger to protect property and save lives. Whether volunteer or paid, they are selfless and valiant. “They are combat soldiers.” Yet, they need more and better weaponry. Fire apparatus requires new designs with increased capacities of firefighting foam, and dry chemicals, as well as the means to project these agents directly forward in a frontal attack on the fire. The need is beyond critical. Consider the following: The Boeing Twin Engine 737 is the most frequently found commercial airliner in the USA. In all versions, it carries between 6,500-8,000 gallons of jet fuel. An aborted takeoff or forced landing with fire would mobilize a majority of airport rescue fire fighting vehicles (ARFF), as well as fire apparatus from surrounding communities. Yet these same quantities, 8,000 gallons, are routinely carried within our communities and interstates by thousands of tanker trucks with every fuel and chemical imaginable. Tanker trucks carry petroleum, alcohols, acids, liquefied petroleum etc., making firefighting extremely difficult and dangerous. We face these threats with excellent fire apparatus of the best engineering design, and manufacturing quality. Yet for about 100 years of motorized apparatus, their main job has been to protect our homes and buildings against structural fires. While they can be effective against many types of fires, we have crossed the line into war. What is needed is a Fire Engine as we all know it, but with more of the offensive capabilities of an ARFF. First Responders are combat soldiers! They need “offensive weaponry.” These units need to be placed within our communities to permit the maximum effectiveness. There is no time to lose.

Today’s pumper engines usually have 40 gallon foam concentrate tanks, some carry a little more. At a very reasonable flow rate of 500 gallons per minute, a deck gun can discharge foam for 2-3 minutes before the foam is exhausted. Refilling the foam tank usually involves 5-gallon buckets – insufficient for these threats. Regional stockpiles of fire fighting foam are fine for backup, but they are unavailable for the 1st alarm. A special called airport apparatus may (or may not) arrive at some point. This cannot be depended upon. None of these resources will help in the most critical period- the first five minutes! First Responders need this equipment now because they will be the first on the scene, in the FIRST FIVE MINUTES.

As far as First Aid and Rescue, 1st Responder EMS Ambulance crews will continue in non-stop service. Their tireless efforts at near exhaustion speak loudly of their dedication. They too need help. Communities need to invest in the following:

1. Portable Surge Hospital- MASH units to relieve congestion in emergency rooms.
2. Mobile trauma Units manned by doctors at quick notice.
3. Mobile Pharmacies of bulk supplies of trauma and burn medicines.
4. Smaller sized aid units to infiltrate exploded areas not accessible to larger equipment.
5. A reserve fleet of ambulances to be manned by hospital outreach personnel.

Strange as it may sound, the horror of the World Trade Center has been forgotten or blocked out by many Americans. Our brains are not programmed due to our cities not being bombed in World War II. Leadership is required now to deploy the awareness, vision and equipment now, not later!

American communities are not prepared to meet the threats posed by catastrophic fire and explosion from terrorist acts, and "industrial accident",  with resulting mass casualty. Far and away more dangerous than anything ever faced in this country is the constant danger within our communities, roadways and Interstate Highways. Chain-reaction roadway collisions involving cars, heavy trucks, 8,000+ gallon chemical tankers, with fire and entrapment occur every day! People die awaiting rescue. Every imaginable chemical is carried each day through our communities. Our brave First Responders, motivated, trained and wanting only to protect life and property respond with the finest equipment money can buy. Yet, this is WAR, and war demands new thinking, tactics, strategies, and a new kind of Emergency Equipment. America is open to terrorist attack as well as industrial, commercial, highway dangers. "THE FIRST FIVE MINUTES" deals with these threats by introducing the audience to a shocking  awareness session, and how to better respond and save lives.   Joseph Russo, a veteran First Responder, and adult educator, skillfully outlines the threats, and why our current systems are lacking.
